Children under the target of the Azerbaijan military aggression

The monitoring of the Republic of Armenia’s Human Rights Defender (HRD) staff and the study of the so far collected facts indicate that on September 13-14, 2022, the civilian population and vital public infrastructures, including educational institutions in Armenia (the Syunik, Gegharkunik, and Vayots Dzor Provinces) have been under undifferentiated targeting by the Azerbaijani armed forces, which violates the rights of civilians, including children, guaranteed by international legal acts. The information gathered by the HRD office indicates that the armed forces of Azerbaijan used various weapons on Armenian educational institutions. The HRD office states that the use of weapons by the Azerbaijani armed forces was most intensive during the hours when children attended schools and kindergartens.

"Children should be treated with special respect and provided with protection from any form of inappropriate harassment. All sides involved in a conflict should ensure their protection and support, which is required for their age or for any other reason." States Protocol 1 of the 77th article attached to Geneva’s "Regarding the Protection of International Armed Conflict Victims" conventions.

This important principle is also reinforced by the 38th article of the United Nations Convention about children’s rights. "Participant countries are required to respect the norms of international humanitarian rights, which are applied in case of armed conflicts and relate to children, and ensure respect towards them".

Regardless of the existence of the abovementioned and similar legal norms, children appeared under the target of the Azerbaijani large-scale military aggression.

Child Protection Network also claims that in Syunik, Gegharkunik, and Vayots Dzor Provinces, as a result of the Azerbaijani attack, the rights of children to life, health, education, to live in a safe and secure environment, to live in a family, and community, to personal development, to protection and other rights have been violated.

Child Protection Network calls on international partners to respond appropriately to the rough violations of children’s rights in Syunik, Gegharkunik, and Vayots Dzor Provinces resulting from the Azerbaijani armed forces’ attack, and to take practical steps towards their urgent elimination.
