The hearings are continuing in the hall of Matenadaran. Today's speeches present detailed global strategies of international crimes prosecution. The focus of attention of Kasia Apkarian and other speakers is on the challenges of international criminal law and innovative methods of solving them, including how to pursue and criminally punish those who consistently use genocidal policies against nations and states, by creating commissions that implement international and global strategies, striving to establish the highest manifestations of justice.

The main speaker of the session is the Honorable Stephen J. Rapp, who used to be the US Ambassador in charge of war crimes in 2009-2015. He answered questions related to the politics of Azerbaijan.

Artak Beglaryan, who previously held various political positions in the Artsakh reality ("Union for the Protection of the Interests and Rights of the Artsakh People" NGO, Artsakh HRD and Minister of State) was also in the hall.

The Artsakh reality was presented by the special speaker of the Karabakh Human Rights Forum, Artsakh representative Gegham Stepanyan. It should be mentioned that the audience was listening, with full attention, to the report about the genocidal policy of the Azerbaijani aggressive actions applied to the Armenians of Artsakh since 2020. The events that took place from the blocking of Lachin Corridor in September 2023 were presented, about which Artsakh human rights defenders have always presented reports, but no criminally punishable international mechanisms were found to limit Aliyev’s policy related to the sad events in Artsakh due to constitutional issues.

Answering the questions of interest, Gegham Stepanyan mentioned that in the matter of accountability, they have always been, today as well, ready to present the real facts so that to make all the facts public. He mentioned what was and is happening to Armenian cultural inheritance, what happened in 2023 - the conditions of the Armenians during the summer event, up to September, when the armed intervention of the Azeris took place. Gegham Stepanyan said that the Artsakh events concern not only Artsakh but also the international community and world leaders, and the main problem today is that there is no platform where issues related to Artsakh can be discussed with the global community and its leaders.

Irene Massimino highlighted the importance of the expansion of accountability, thanks to which the possibilities of leveraging as well as restraining mechanisms on Azerbaijan will increase and, hence, the efficiency will increase. She discussed the current challenges, drawing attention to the fact that without special measures in the field of justice, without arms restrictions, it is impossible to solve important issues for the world benefit, because it is no secret that mostly all attacks are thoroughly and carefully planned, which is why they are beyond control, and it is impossible to control without a thorough solution of legislative problems.

Taron Simonyan, lawyer and founding director, addressed the issues of justice, discussed Azerbaijan's aggressive actions in September 2020, 2021, 2023 with examples, thoroughly analyzing the inhumane actions that took place in Artsakh in 2023 against the civilian population of Artsakh.

During the three days of the conference, professional lawyers, analysts, international criminal law experts, human rights defenders from various countries of the world discussed the innovative methods of overcoming the challenges faced in the field of criminal law, the solutions to the problems of truth, justice and compensation according to the claims addressed to the international commissions, how to best solve the problems of Nagorno-Karabakh Armenians, to organize the public protection of their rights and justice, how to counter extremist politics and hate speech. In their speeches, media experts revealed how Nagorno-Karabakh is discussed in the media and especially for what reasons the analyses related to Nagorno-Karabakh are missing from the news. One of the important observations of the conference was the discussion of the COP29 summit to be held in Azerbaijan after a short time, during which Eric Hakobyan, Mile Ruby, Anthony Portantino, Hrayr Balean, Anush Toranyan gave their standpoints on Azerbaijan's anti-Armenian policy, as well as still keeping prisoners in Baku, Azerbaijan's aggressive actions. Anyhow, this country, in the near future, will be hosting many advanced specialists there to discuss humanitarian issues regarding environmental pollution and simultaneously carrying out unspeakable cruelty towards Karabakh/Artsakh Armenians and Karabakh war prisoners.

Speakers at the conference specifically mentioned and showed with pictures how churches are turned into mosques by Azerbaijan. They, the experts, are that it is not necessary to return the Artsakh citizens to their homeland through the ne***iation process, but what is urgent is to recognize Karabakh/Artsakhas being an independent state, it is necessary to take into account the will of Artsakh, because Artsakh has elected a government. This is an important achievement.

Various panel discussions of the conference revealed effective ways and innovative approaches and mechanisms for the final solution of the Artsakh issue.

The conference achievements can be viewed as a new step towards implementing new methods to establishing justice, accountability and stability.
