The International Committee of the Red Cross in the case of Bosnia and Herzegovina in 1992 highlighted about ethnic cleansing, referencing intimidation, threats, torture, etc. Accordingly, it proposed to the international community to create protected zones in the territory of Bosnia and Herzegovina in order to protect the civilian population.
People should not suffer because countries have not yet settled political relations between them. People's lives should not be disrupted and they should not have to wait until political relations are settled. This was also stated by the UN Secretary General's special representative regarding Ethiopia and Eritrea in 2000.
Such records were of essential importance in the 1993 resolution of the UN Security Council with respect to the adoption of two resolutions in the case of Bosnia-Herzegovina.
This is essentially what I have been stating when referring to the necessity of a demilitarized security zone.
I respect and appreciate the activities of the International Committee of the Red Cross, but there is an established international experience as an instructive precedent.
The International Committee of the Red Cross has demonstrated in the past that it is not merely a organization that provides humanitarian aid, or transports patients from to hospitals, but is a structure that can take more serious steps to protect people from disasters with guarantees, clearly stating that ethnic cleansing is taking place in all of its components, and propose to the international community to form specific mechanisms for the protection of the civilian population.
